Lifelong Advocate for Transit to Champion Metro’s Policy Priorities.

June 9, 2025

Cincinnati Metro is pleased to announce that Troy Miller has been promoted to Director of Government Affairs. Miller brings more than 30 years of experience in the transit industry to his new role, where he will lead Metro’s local, state, and federal legislative strategies and partnerships.

Miller began his career at Metro as an A-Rate mechanic, bringing firsthand knowledge of frontline operations to his leadership approach. He went on to become a key figure in transit advocacy and workforce development, serving in the Amalgamated Transit Union (ATU) Local 627 for 21 years—including 12 years as president from 2011 to 2023. In that role, he worked tirelessly to represent workers and advance shared goals around safety, reliability, and investment in public transportation.

Throughout his career, Miller has been a dedicated advocate for public transportation, helping to shape policies, build relationships, and advocate for transit workers’ rights. He has worked closely with elected officials and community stakeholders to advance key initiatives.

“Troy has been an invaluable asset to our team, and his deep understanding of the industry, workforce, and region makes him the perfect leader for this role,” said Brandy Jones, Metro’s Chief Marketing and Communications Officer. “We are confident he will continue to be a strong voice for Metro and the communities we serve.”

As Director of Government Affairs, Miller will continue to focus on aligning Metro’s strategic priorities with opportunities for public investment, advocating for policies that enhance regional mobility, and ensuring the agency remains at the forefront of transit innovation.
